Academic Regulations


Unless otherwise noted, all academic regulations apply to both the degree programs and the vocational certificate programs . Those relating only to the degree programs are marked (Degree Programs) while those relating to the vocational certificate programs are marked (Vocational Certificate Programs).

University Rights to Change Regulations. The University reserves the right to add or withdraw any course or program, or to make changes in the curricula, tuition fees, regulations or any published agreement, as conditions warrant.

Student's Rights. Student opinion and viewpoint are always sought on matters affecting both the academic and non-academic experiences of students, and especially those decisions which directly affect their welfare.

Student Responsibility. It is the student's responsibility to take the initiative in planning his/her program and meeting all the requirements within the university catalog. University Dean/Counselors will assist the student in their program planning.

Registration. A student must register each quarter, prior to the beginning of classes. Registration procedures are outlined in the class brochures which are available in the Office of Admission. To be officially enrolled in a class, the students must have: the program approved by University Dean/Counselors, students with outstanding debts from previous quarter need to consult with the Finance Office for a payment plan, registration with the approval should be submitted to the Admissions office for finalization.

Attendance and Absence. Class attendance is required for all students. Attendance records are taken by the instructor at the beginning all class sessions. Three absences, or absence from 30% of the course without "Excuse," (see Excused Absences) will result in the automatic "Dropping" of the student from the course.

Excused Absences.   Absences may be "Excused" because of sudden illness (with a doctor's note) or death in the family. To obtain an "Excused Absence" is the responsibility of the student to inform his/her instructor of the reason for an absence, prior to the absence, and to arrange for making up missed class work and assignments.

Under compelling circumstances, a student may be officially excused from attendance when petition is made. A student in good standing may later be readmitted to the program.

Leave of Absence. Leave of absence up to one academic quarter will be granted to students who find it absolutely necessary to interrupt their training. A request for a leave must be in writing to the Registrar. Students will be re-admitted at the next available start date. Only one leave of absence will be granted per academic year.

Make-Up Work. Students are responsible for all work missed by absence. Requests for make-up are made with the instructor in charge and the instructor will document this make-up work.

Incomplete Courses and Removal of Incomplete Work. A student who has not completed all the required work for a course may receive a grade of Incomplete at the option of the instructor. The students must go to the Registrar's Office for the proper form if they wish to complete their work and receive a grade. If the incomplete work is not made up within one quarter after a class has been taken, the grade of Incomplete will automatically be changed to one of F, unless the student has submitted a written request both to the University and the Instructor to extend the due date. The Instructor is not obligated to agree to a time extension; however, if the Instructor agrees, he or she, too, must notify the office in writing of such agreement. In no case will the time extension for incomplete work be more than one year from the date of the last meeting.

It is the policy of the World University to remove the grade of Incomplete (I) from the transcripts of students under the following conditions: The teacher must give written approval for the change of grade. A grade of incomplete can only be completed when done within one year's time. The year begins at the end of the quarter the incomplete grade was recorded.

Repeating Courses. Any course in which the student has received an F, NP or W may be repeated. The grade received after repeating a course will become the grade of record for that course and will be used in place of the earlier grade in the computation of the grade point average. Any required course in which a grade of F, NP or W has been received must be repeated.

Adding and Dropping Courses. Classes may be added within the first three weeks of each quarter. A student wishing to add a class after this period may petition the University Dean for approval.

Students may drop classes without charge within the first two weeks of each quarter. Exact dates are given in the Quarterly Brochure. Students who wish to drop a class after the stated period may petition the University Dean for approval.

Petition to Substitute/Waiver. A student may petition to substitute classes by applying in writing to the Office of the Registrar. Only classes taken from a degree program may be substituted and must be approved by the University Dean.

Withdrawal from All Courses. Withdrawal from the University is done through the Registrar's office, in person or by mail. Drop Forms are available from the Admissions Office. Discontinuance of attendance in a course without formal withdrawal will result in a grade of F in that course.

Degree Programs: Academic Standing and Probation. A student must maintain a grade-point average of 2.0 or better. A grade-point average of less than 2.0 places the student on academic probation. A student on probation who does not attain at least a 2.0 average within one quarter will be dropped from the university. Two grades of F will place a student on academic probation regardless of grade-point average. Three grades of F are cause for dropping the student from the university. Progress will be monitored by the Registrar.

Vocational Certificate Programs: Probation. Students who do not pass their course work will be placed on probation for one quarter. Failure to improve will result in termination. Progress will be monitored by the faculty advisor.

Termination and Appeals. Students will be terminated from the University if their probation is not reversed within one quarter. Students who are terminated for not making satisfactory academic progress may appeal this decision. Appeals must be done in writing to the University Dean no later than 10 days after the student is informed of the termination. The appeal must contain mitigating circumstances and must be well documented by the student.

Change of Status. Credit students cannot transfer to non-credit unless they drop first. A change of status cannot be approved after the 3rd class session. Non-credit students can change their status to credit if they do the following steps:


    1. Seek the advice of University staff.
    2. Fill out the proper form in the Registrar's office.
    3. Fulfill all the requirements for the course.
    4. Pay the proper amount for the course.


Degree Programs: Transfer Credits and Other Equivalency Units Allowed. Courses completed in other institutions may be accepted towards the academic requirements if they are similar in content in the described course given at World University. Whether through transfer units or through prior experiential learning, no more than one sixth or 30 equivalency units will be accepted for a B.A. degree (this is on top of the 60 general education units). No more than 9 equivalency units will be accepted for an M.A. degree. The maximum acceptable age of transfer credits is ten years. Course work taken in excess of ten years may be used to fulfill current degree program requirements upon the approval of the University Dean.

Student Documentation of Equivalency Units:

    1. Job training certifications.
    2. Independent studies or classes taken through non-approved sources may be accepted for transfer only if accompanied by an acceptable term paper followed by an oral or written examination given by a faculty member at World University. The grades received in transfer will not be used in the computation of the grade point average.
    3. An interview with the University Dean.
    4. The student must submit an official transcript to the Registrar's Office.


Faculty Report of Documentation of Equivalency Units.

A faculty member within the field of study in question shall examine the student's documentation of credits being evaluated. The faculty member shall prepare a written report indicating all the following:

    1. Subject evaluation was taken at an approved/accredited institution.
    2. Work is clearly relevant to the student's program at this university.
    3. Units involved were not used to satisfy requirements for any previous academic degree.
    4. The grade received was B or higher.
    5. The Registrar endorses the transfer.
    6. Report to include number of credits that can be granted.

University Review of Faculty Documentation of Equivalency Unit.
The Academic Committee will periodically review all faculty determinations regarding the award of credit. The Academic Committee is responsible for the evaluation of transfer credits before they are submitted in writing to the University Dean who approves or disapproves.

Provisions for Appeal of Equivalency Units Awarded.
Students may appeal the University's decision. Appeals must be done in writing to the Registrar no later that 10 days after the student is informed of the experiential learning credits granted. The appeal must contain mitigating circumstances and must be well documented by the student.

Fees for Equivalency Units.
The fee for credits granted for prior experiential learning is covered by the registration fee. A charge of $100.00 per test will be assessed for administration and evaluation of any written or oral examination.

Vocational Certificate Programs: Transfer. Core courses cannot be accepted as transfer. Students who wish to transfer credits from other schools may only be evaluated towards the Elective Module. This will have to be evaluated by the University Dean/Office in Charge of Vocational Certificate Program.

Seminar Credit. World University offers Summer Seminars that exemplify the school's Missions and Goals. These courses are intensive formats that consist of three-day or two-week programs. Intensive courses draw from existing curriculum.

These seminars are designed to suit the compressed time frame of an intensive class. It allows students to become deeply immersed in and familiarize themselves with the course content. This requires a serious commitment from both faculty and student. All Summer Seminars are available for audit. If students are seeking credit, a final project or paper is required one month after the seminar is completed as specified in the syllabus. Some seminars/courses may require an additional course time to fulfill the credit requirement. The amount of credit available is predetermined and this information will be detailed in the brochure before the seminar takes place.

Academic Year. An academic year equals 33 quarter units a year.

Numbering of Courses

    100-199 - Lower Division Level (Undergraduate)
    200-299 - Upper Division Level (Undergraduate)
    300-399 - Master of Arts
    500-599 - Vocational Certificate and Continuing Education for Professionals


Degree Programs: Student Classification

    1. Undergraduate - A student who is working on B.A.
    Sophomore = 46 - 90 Units
    Junior = 91 - 135 Units
    2. Graduate - A student who is working on an M.A.
    3. Part-time - A student taking less than 9 units for a B.A.,
    less than 6 units for a M.A.
    4. Full-Time - 9 or more units for the B.A.,V.C., and 6 or more units for the M.A.
    5. Full-Course Load - 12 units for the B.A. and 9 units for M.A.
    6. Credit - Student who is acquiring units for a degree.
    7. Non-credit - Students who is not working towards a degree.

Requirements for Graduation

    1. Registered in the University for at least three (3) full quarters.
    2. Earn a minimum overall grade point average of "C" for B.A. and "B" for the M.A.,
    3. Pass all required courses in their major with a "B" or better,
    4. Graduation Ceremony happens every last Saturday of June, although not mandatory, students are requested to attend.
    5. File a clearance form fully complied with two quarters before graduation, and
    6. Pay the required fees for graduation (See Tuition and Fee Disclosure).

Students are responsible for reviewing their own records to ensure that they have completed all the degree requirements. A progress report may be requested from the office of the Registrar only if the student has finished at least 3/4 of the units required in the degree program he/she is pursuing. World University graduation happens on the last Saturday of June every school year. Diplomas are issued to graduates of all degree programs.

Certificate of Completion. Certificates are awarded to students who complete the prescribed curriculum. Students must pass all course work and be in attendance for at least 80% of the total course hours. Students must file a clearance form fully complied with.

Student Achievement at World University. Students will be evaluated based on their attendance, classroom performance, and completion in a timely manner of all required class assignments. Students may request from their professor at any time a progress report of their class performance. Students are responsible for keeping track of course requirements. Only under certain circumstances will students be allowed to extend deadlines of course requirements (see description of "Incomplete" in this catalog.

The student may petition to have courses that are not part of his major computed as Passed or Not Passed. Those courses will not be used to compute the grade-point average. A Passed course is counted in the computation of credit hours completed.

Vocational Certificate Grading system:

    P = Pass
    NP = Not Pass or Fail
    I = Incomplete
    WD = Withdraw

Transcripts. The Registrar at World University prepares and keeps the permanent record of each student. Transcripts of official records may be obtained from the Registrar's office. Requests for transcripts must be done in writing and must be accompanied by $10.00. An authorization from the student is required prior to release of transcripts. Students must fill out a clearance form before the transcripts are sent. Preparation of transcripts takes 10 working days.

Notification of Student Progress. Student grades are made available at the end of every quarter. They may be obtained from the Registrar's Office. Grades are made available two weeks after the last day of classes.

Re-Admission. A student who has been expelled because of disciplinary action may request an interview with the University President and present in writing changes in his/her behavior which will result in a positive attitude. The decision of the President is final. Only one re-admission will be allowed.

Access to records (under the provisions of the Family Education Rights and Privacy Act.) In the course of the application, enrollment and attendance, this University has compiled a number of important records concerning the student, including: grades, payment record, attendance records, disciplinary records, placement records.

Students may request access to the information contained in their academic file. Procedures for making the request are available from the Office of the Registrar.

Students may inspect and review their educational records upon request to the Registrar. A student desiring to review his/her records should submit to the Registrar a written request which identifies as precisely as possible the record or records he/she wishes to inspect. If you want to know more about the procedure governing the review of the records, one may obtain a copy of our complete Policy and Procedures in this area by contacting the Registrar. If, after reviewing the records, the student finds that they contain errors or are inaccurate or misleading, he/she may request that the records be corrected. If the institution does not agree with the student's position, he/she may request that a hearing be held. If the student feels that the institution has not followed the federal rules under the Family Education Rights and Privacy Act, he/she may write to the Bureau for Private Postsecondary and Vocational Education (BPPVE).

Generally, we will not release any information about you to outside individuals, unless we have first received your permission, or were required to give information under the state or federal laws or to auditors, researchers, etc. However, it is considered that certain information does not violate your rights of privacy and, therefore, the University is permitted to routinely release this information, unless you specifically ask us not to. In this University, this general information is considered to be your name, address, telephone number, date and place of birth, program of study, participation in recognized activities, dates of attendance, certificates or degrees obtained, and the last institution attended. Further information and complete details of this Act are available, upon request, from the Education Department.

Record Retention. Student records are located in the Records room. These records are retained in a fire resistant cabinet, in perpetuity. Records are available for inspection upon request to the Registrar and are maintained for a period not less than five years. Transcripts are maintained for a period of not less than fifty years.

Books and Supplies. Books and supplies become the property of the student upon purchase and may not be returned for refund.

Method of Payment. Tuition and fees are payable prior to the first day of classes. Students experiencing financial problems may make special arrangements with the finance officer.

Non-Payment of Fees. Grades, transcripts, diplomas and registration privileges, or any combination thereof may be withheld from any student or former student who has been notified in writing that he or she has failed to pay a proper financial obligation due the university. Any items withheld will be released when the student satisfactorily meets his/her student financial obligation.

Clearance. Before a student can obtain official documents from the University, a clearance form indicating he/she is in good standing in regard to fees and studies must be filled out and approved.
